Karen Tan

Karen Tan is director of innovation and program development. She collaborates across Vera to generate ideas to transform justice systems and take them to national scale.

Before joining Vera, Karen led the behavioral insights practice and innovation initiatives for Airbel Impact Lab, the research and innovation division of the International Rescue Committee. She worked in over a dozen countries to design, test, and scale education and health interventions for communities affected by conflict and crisis.

In previous roles, Karen partnered with global experts to design and evaluate virtual courts, which were rolled out across the UK; implemented solutions to increase the uptake of health services at Public Health England; led the assessment of essential health services for remote populations in South Asia for UN agencies; and was a speech writer to Cambodia’s opposition party leadership.

Karen holds a BA from the University of Waterloo and an MPA from the London School of Economics.
