A Criminal Justice System Under Stress A Study of the Disposition of Felony Arrests in New York City

Overview

Why do so few arrests lead to convictions? In an effort to understand what happens between arrest and disposition, Vera collected data on 2,000 felony arrests during 1971 and conducted in-depth interviews on 400 cases disposed in 1973. The results reveal many insights into the effectiveness of urban criminal courts.
