Foster Home Child Protection A Special Services for Children Study

Overview

This 1981 Vera report presents the results of a study of the problem of abuse and maltreatment of New York City children placed in foster homes. The principal data collection effort for this study was a record survey of substantiated abuse and maltreatment cases that were investigated in 1979. This survey was supplemented by an interview survey of a randomly selected sample of foster parents, foster children, and caseworkers in three agencies. The cases surveyed present a diverse range of child mistreatment.
