Overview

In 1987 the State Justice Institute funded a demonstration project in Phoenix Arizona to illustrate the application of the day fine concept in creating a systematic approach to scaling affordable, enforceable monetary sanctions. This report is meant to provide an overview of the pilot projects planning and implementation. Its focus is on the planning process and the policy issues which were addressed in designing the program model.
